Child Welfare ・・・ 児童福祉○Hoikuen(Day Nurseries)
Day nursery services are provided for children of preschool-age whose parents cannot take care of them at home during the day because they are working or because of illness.
Day nurseries are child welfare facilities operating in accordance with the Child Welfare Act and under the administration of the Health, Labor and Welfare Ministry.
There are both licensed and non-licensed day nurseries.
(1) Licensed nurseries
There are the public day nurseries managed by Ritto City Hall and private day nurseries managed by social welfare bodies licensed in accordance with the Social Welfare Act.
Applications to enter day nurseries are accepted around September and October in Ritto City. If there are vacancies, it is possible to enter your child in the nursery, but you need to apply 2 months before, and sometimes impossible, depending on the nursery or the age of your children. Inquire Yoji-ka of Ritto City Hall(TEL 551-0424) as ages to be eligible to are different depending on the nursery. The fee is calculated by the city in accordance with the previous year’s family income, inhabitant’s tax, income tax of the parents.
(2) Non-licensed nurseries
Non-licensed nurseries are not licensed facilities approved by the Child Welfare Act. The nursery fees and entrance are decided between the nurseries and the guardian.
○Jido Sodan sho (Child Guidance Center) (Naming may vary depending on the district)
The Child Guidance Center provides guidance and counseling on child-abuse, etc. children with mental and physical handicaps and general children’s problems.
The centers also provide counseling and guidance on reports, or notification of cases from Welfare Officesor relevant bodies and their officers will go to meet guardians directly or offer counseling over the telephone.
○Boshi Seikatsu Shien Shisetsu (Mother and child support facilities)
Mother and child support facilities accept mothers with children under 18 years of age who for various reasons cannot properly care for their children. These are child welfare facilities.
○Josan Shisetsu (Midwifery facilities)
There are designated facilities available for pregnant women who find it difficult to pay the costs involved in childbirth. In principle, there are some required conditions such as the applicant must be from a family whose annual income for the year in question is tax-exempt.
○Jido Teate (Children’s allowance)
Financial support, jido teate is granted for families brining up children ranging from babies to elementary school children. However, some people are not eligible for it because of the income. Ask Katei Shogai Fukushi-ka(TEL 551-0114)
○Jido Fuyo Teate (Child support allowance)
Allowances are granted to a single mother or a substitute who raises children under 18 years old who lost their father because of the death or divorce of their parents, or whose father is severely mentally or physically disabled (if the child has a medium-level or higher physical or mental handicap, the allowance is paid until the child is before 20 years old). There are required conditions, depending on the income. Ask Katei Shogai Fukushi-ka(TEL 551-0114)
○Tokubestu Jido Fuyo Teate(Special child support allowance)
Allowances are granted to a mother, a father or their substitute who raises children under 20 years old who has a medium-level or higher physical or mental handicap. There are required conditions, depending on the income.
